Shaping the Future of European Science: Key Takeaways from the 2025 Research and Innovation Summit


On June 4, 2025, top European leaders, researchers, and policymakers gathered in Brussels for a high-level Research and Innovation Summit—an event that could reshape the future of EU science policy. Organised by the Panel for the Future of Science and Technology (STOA) in partnership with the G6 network (the six largest scientific research organisations in Europe), the summit focused on one central question: How can Europe strengthen its global role through science and innovation?


Science as Sovereignty

In her keynote speech, European Commission President Ursula von der Leyen set a bold tone:

“Europe will always remain the home of scientific freedom. Europe will always choose science.”

She voiced concern over global trends that threaten scientific freedom and funding—making a strong case for why the EU must continue to lead with integrity, ambition, and investment.

Perhaps the biggest news? Horizon Europe, the EU’s flagship research programme, will remain a self-standing pillar in the next seven-year EU budget. Von der Leyen called it “an outstanding brand that researchers around the world want to be part of.”


Turning Vision into Action

European Parliament President Roberta Metsola, in a video message, called for courage:

“Now, we need the political will and the courage to act… to attract the brightest and the best to Europe.”

Metsola highlighted that while Europe’s scientific ambitions are high, they must be backed by serious investment and long-term political commitment.


Expertise First: Let Scientists Lead

Christian Ehler, MEP and Chair of STOA, emphasized the power of the EU’s Framework Programmes when led by top researchers:

“Big and ambitious progress comes when implementation is left to scientific and industrial experts.”

Ehler advocated for a bold, expert-driven approach to FP10 (the next Framework Programme), where decisions are shaped by those who know science best—not just bureaucrats.


Science at the Heart of Policy

Throughout the event, one theme resonated: bridging the gap between science and politics. For nearly four decades, STOA has helped bring scientific thinking into the halls of EU decision-making. As von der Leyen noted, that role has never been more vital.


Looking Ahead

This summit sent a clear message: Europe is doubling down on science—not just as a tool for innovation, but as a cornerstone of sovereignty, competitiveness, and global leadership.

With Horizon Europe protected, and a renewed push for expert-led policymaking, the EU is setting a bold course for the future of research. The challenge now? Making sure this vision is backed by action, investment, and the political will to lead on the world stage.
