EU Budget Watch: Key Highlights from the Budgets Committee’s Upcoming Meeting

On Monday, 16 June, the European Parliament’s Budgets Committee, joined by members of the Economic and Monetary Affairs Committee, will hold the 19th Recovery and Resilience Dialogue (RRD) in Strasbourg—one of the most significant regular reviews of the EU's post-pandemic recovery financing.
Recovery and Resilience Dialogue: A Check-in on the EU’s €723.8 Billion Plan
The Recovery and Resilience Facility (RRF), the EU's primary financial instrument to bounce back from the COVID-19 crisis, will take center stage in discussions with Commissioners Raffaele Fitto and Valdis Dombrovskis. The session will focus on:
Progress by Member States on milestones and targets
Transparency and accountability in fund implementation
Updates on funding disbursements, including partial payments and recent requests
Addressing delays and challenges in national plans
The dialogue fulfills obligations under Article 26 of the RRF Regulation, which mandates regular parliamentary scrutiny of the RRF’s rollout.
Before the main dialogue, MEPs will hear about the April fact-finding mission to Athens conducted by the RRF working group, offering a real-world look at implementation progress in Greece.
Budget Votes: Strategic Adjustments for the EU’s Mid-Term Review
In the earlier part of the meeting (starting at 19:00 CET in room WEISS N1.3), MEPs will vote on several key budgetary assessments:
Amendment to Cohesion Policy FundsRapporteur: Danuše Nerudová (EPP, Czech Republic)Focus: Strategic shifts in the European Regional Development Fund, Cohesion Fund, and Just Transition Fund—with a review of financial and staffing needs as part of the 2021–2027 Multiannual Financial Framework (MFF).
